Acholi Launches 2031 Endorsement Drive in Gulu as Gen. Otema Calls for PLU–NRM Unity

Gen. Otema said the two formations share common ground around patriotism, accountability and the fight against corruption, and urged leaders in the sub-region to work together rather than allow unnecessary divisions to undermine mobilisation efforts.

GULU CITY — The Acholi Sub-region on Monday, September 28, formally rolled out its endorsement campaign for Gen. Muhoozi Kainerugaba’s 2031 presidential bid during a regional gathering at TAKS Art Centre in Gulu City. The event brought together PLU coordinators, members of the Acholi Parliamentary Group and political leaders and representatives from across the sub-region. 

Lt Gen. (Rtd.) Charles Otema Awany attended as guest speaker and used the occasion to call for closer cooperation between PLU and the National Resistance Movement in Acholi, rejecting the view that the two should be treated as competing political forces.

“PLU is not a rival to NRM. It is a tributary that feeds into the mother party.” 

Gen. Otema said the two formations share common ground around patriotism, accountability and the fight against corruption, and urged leaders in the sub-region to work together rather than allow unnecessary divisions to undermine mobilisation efforts. 


The Gulu gathering also marked the formal rollout of endorsement books across Acholi. PLU Acholi Sub-region Coordinator Hon. Ojara Martin Mapenduzi said the books had been allocated to the districts for onward distribution through sub-counties, parishes and villages, with coordinators expected to move the exercise quickly to the grassroots. 

The regional launch followed an earlier engagement between Acholi PLU leaders and the National Secretariat in Naguru, where the delegation, led by Hon. Mapenduzi, met PLU General Secretary Hon. Fadil Twalla as preparations for the Acholi exercise were finalised. 

Ahead of the launch, district structures had also begun organising for the next phase of the exercise. In Kitgum, PLU leaders had resolved to participate in the Gulu event before extending endorsement and membership activities through their local structures. 

Monday’s gathering therefore served both as a regional endorsement event and as a coordination point for the next stage of PLU activity across Acholi, bringing parliamentary, political and grassroots structures together around the 2031 endorsement exercise.

With the endorsement books now moving into district and local structures, the focus shifts from the regional launch in Gulu to community-level engagement across the sub-region.
